There actually are flaws with the bill.
1. Banks are cherry picking apps from campanies that owe them the most money.
2. Loop hole that allows businesses with more than 500 employees to receive funds.
3. Loop hole that allows more than $10 million to one company.

Yeah - like 99.9% of whatever government does, it's inefficient, slow and ripe for gaming.
Start with 500 employees/$4 million per month payroll - that's not a small business. A business that size or even half that size should have credit facilities already lined up.
