Not true in all places, but the Western Euro's disdain for any GOP US President is well documented. Hell, they probably hated Eisenhower.
But again, what does it matter?
You can bet they'd gain some "confidence" in the US in a New York minute if Pooty Poot were lining-up tanks on the Finnish or Baltic State borders no matter who is POTUS.

Yep on the Pewresearch.org it shows this “global poll” polled 16,000 people from 8 European nations, Canada, Australia, Japan, and South Korea.
This other poll is looking at US favorability in general
So in most cases the polled countries had a higher or similar view of the US prior to Covid compared to now.
