I firmly believe that had Joe Biden secured the border like Trump has, we wouldn't be seeing ICE raids.

I think it's more trying to clean up the historic mess and government sanctioned invasion of our country from the last President's wide open southern border that he and the DNC insisted on to bring in new loyal Democrat voters and to affect redistricting etc. in their favor... that brought in, at least, 10 to 20 million illegals that were then being rewarded by the Democrat administration with "free" housing, groceries, healthcare and education at the expense of the American tax payer.

Had the wall been built back then none of the ICE crackdowns would be necessary at this point. I don't know that I would call this retribution for anything though. It's more like having to use a high output bilge pump to do the job a bucket could have done had the leak been fixed to begin with.
Apart from considering the crackdown to be retribution your post is pretty spot on. Unfortunately, at this point it's a simpler process to boot out anyone who is found to be here illegally. Each one of them broke US law in coming here without following the proper, established laws and guidelines. Some just happen to be much, much worse than the others in regard to their ill will toward the United States. As Trump would say, "I'm sorry, but you all have to go now."
