A mass shooting is defined as an event where four or more people are shot, either killed or injured, not including the shooter.
So technically since a 4th person was trampled due to the shooting it would meet the definition.

I can't believe that California's strict gun laws didn't prevent this from happening. It's almost as if the alleged shooter completely ignored those laws and maybe even picked a gun free zone as a place to target people. I guess the only solution is stricter gun laws to restrict law abiding citizens even more.
