I wonder why Congress and President Trump thought teachers should be trained.
Teachers are trained in college. If they can’t do it after that, they shouldn’t be teachers.

Silly me for assuming President Trump reviewed the grants before he signed them into federal law.
Wait... you actually think that President Trump (or ANY President) reviews the grants before signing them into law? Seriously?

What is your thought behind President Trump signing this into federal law?

The agency referred questions to the administration’s Office of Management and Budget, which did not immediately respond to a request for comment. In a statement to Politico on Wednesday, an OMB spokesperson said some schools had improperly used the grant money to support undocumented immigrants or offer LGBTQ-related courses.

How did they misuse funds that haven’t been dispersed?

the U.S. Department of Education told states in a brief memo Monday that it would not release the funds until it had reviewed the grant programs
If these grants are for legitimate reasons and not just pork and kickbacks, it sounds like there's nothing to worry about.
But they're worried....
They should prepare their anuses for fraud exposure, if I were to make an assumption.

How fricking stupid are you?
Just because money is approved for grants, doesn't mean that they can't be reviewed and verified that they are being spent for intended purposes.

Why did he sign it, darling? Wait, don’t tell me - this was the plan all along.

I'll go out on a limb and say "x amount" was approved for grants... then we get to the allocation of said monies.
are you implying that Trump allotted 2million for spanish speaking GSA after school club specifically and now he's clawing it back?

Good. Like most government spending, completely unnecessary.
FWIW Boys and Girls clubs do good work for poorer communities. My daughter went to a school briefly that Girls club handled the after care and I was extremely impressed with the services they provided for the cost. They provided after school snacks, help with homework, tutoring, taught them gardening, field trips all for like $70.00 a month, I dont mind my tax dollars going to services that really do help the community and Boys and Girls club is definitely one I support.
