not trying to be a jerk i promise, but i work in emergency response. usually average scenarios but occasionally what one could call multi agency large scale. nothing like this though. i can't imagine
you'd need to stage fire, police, ems along a stretch of river, i'd say a mile, all simultaneously searching. on top of all the cars and trucks that would normally show up for a terrestrial plane crash, now you need boats of all types, and lots of them, running that same stretch. includes the trucks and trailers to get most of them there. then there's the extra support for a water search and recovery - divers and people working the shore. they all have to get there somehow too. and at night, so more helicopters and spotters. all stretched along that at least mile i'd guess
i'm not surprised it looks enormous. the length, but also it should be. this response will be discussed for decades

Look at a map, The Pentagon, Joint Base Anacosta-Bolling, and Fort McNair are all right next to this airport. There is constant military helicopter activity.

It’s possible if the plane didn’t explode but this is DC during January. That water is ice cold, hypothermia sets in quick so I’d say if you’re alive and able to swim you wouldn’t last long without something to float on. Nobody would have life vests on since it happened so fast. I guess if you happened to be close to shore and could make the swim you could survive
