I read an article over 30 years ago and it was the first time that math scores had stopped declining in years. The article cited different innovative teaching approaches happening across the country. Wonderful wonderful stuff, America is back........
Later we would find out most of these were bullshite from when schools went merit based on students performance.....so the teachers just cheated on the tests.
There was a second article after this one, not based on feel good nonsense, but just the facts. From micro by school districts, to macro overall, as the amount of asian kids entered the school system, grades improved overall in math. Even though they made up a small percentage, their scores were so much higher they actually moved the overall curve.

My Memory was slightly off it was 2015. China passed us in 2015 PISA test.
You said they, so now you get the say it's Japan you were talking about, but "they" should have included China and Japan as originally stated, with a primary topic of China being at the top.
Point being the US education system has been on a decline since federal influence gained more and more control and we focused on the wrong things and strain to justify it.
2015 China surpassed the U.S. in math scores during the PISA test, with students from four provinces achieving the highest scores globally.
2018 The trend continued, with Chinese students maintaining higher average math scores than their U.S. counterparts.
2022 The gap widened further, with U.S. students scoring significantly lower than those in China.

Again, this doesn't really have shite to do with it.
Our average education scores are impacted by the growing under class.
This is why we rank so low in all of these social scoring endeavors.
Saying our average anything is getting worse just says our underclass is growing.

My son teaches Japanese kids English. He also has 2 daughters who attend Japanese schools. He says one big difference in Japanese education is the teachers, at all levels, are university-level educators. As opposed to U.S. teachers who are controlled by liberal unions, with little focus on education. Just look at the stats like math here, reading, etc.

How much money does it take to teach math in say, Baltimore?
It would be interesting to see how much money is spent in our worst performing skools compared to China/Japan.
