No it is not ok to murder children and women.
It is also not ok to murder men.
Murder is bad.
Could you set up a hypothetical that makes it justifiable? Maybe.
For example: airborne ultra ebola face-aids that liquifies our organs in 48 hours is spreading in a village in the middle of (where-ever). If it escapes, the world populace will die with certainty. Is it ok to drop a nuke on the affected areas?
If you put it in terms of 1's and 0's like a computer would, and eliminate greater horrors.... you could make the philosophical argument it is ok.
Still, in practical terms, NO is the obvious answer. For example: the shite going on in Gaza was -not- ok.

Murder is intentional and targeted. In War, there are always unintended casualties. Modern war does its due diligence to avoid civilian casualties, but some are always inevitable.
