AP reporting that the fee for passage is true, no specifics on the amount

Different expirations. The current Brent price is for delivery 1 month past WTI right now.

Well, china gets 40% of its oil through there so they are basically paying to rebuild

That alone is a win

The others that blew us off also pay to go through. We only get 2% so it's a win win
