The idea that countries like India and Mexico celebrate losing their best and brightest to other countries will never make sense.
These countries will complain about other countries making it harder for their own citizens to defect.
How about making a country that your own people want to live in?

If and when the democrats get back power, you can expect a deal with the Chinese for probably 50-100 million immigrants. The long term trajectory of Mexico is actually pretty solid. They do need to take care of the cartels and political corruption though. That's not a small task. But the industrial manufacturing base is already geopolitically relevant.
