What DHS is also doing is sitting on schools' application for petition of expansion for H1 visa programs. It is their way of capping the number without actually setting a cap which they lost in court.

Maybe, but it'll sure will help some of us here in Collin County, Texas from having to hit the brakes every 10 feet because of some Indian woman "student driver" who doesn't know the difference between the brake and the accelerator.

We are supposedly bringing in all this new money between this, tariffs, new investments, etc., yet the debt keeps climbing. Where is it all going?

The "every single new" part is not true. It is every single new cap-subject application. Meaning universities, hospitals, schools, research institutes etc will continue to be able to sponsor as before without having to pay this new fee.

Those visas are good for 3 years with an additional 3 year extension available. So the cost is really about 17k a year. Still not enough to make a dent.
Not to mention, these are on new visas, so it will do almost nothing to affect the people already here in the near term. Meanwhile, if they can manage to have a child during that 6 years, they get to stay.
This action doesn't do nearly enough to address the problems.

Depending on the market location and pay scale, That $17k/year will make the H1B visa employee more expensive or about the same as a US citizen in the same role.
EDIT:
Also that upfront employment cost adds a lot more risk. If you hire a H1B employee and fire them before the 6 year window, your cost per year goes up since it is front loaded. So it would be more risk on an unvetted employee.

They should be available but expensive. If a company wants a foreign talent, they should be worth it. We have some foreigners in our company who are world renowned in their field and as a country, we should want those people here. It shouldnt be an avenue for companies to save money by displacing American workers with cheaper labor.
