It makes sense that she is taking advantage of her position to enjoy life. But it does not make sense that she is doing what is best for the city. Her job is in New Orleans. She should be devoting her life to making the government more efficient. That does not involve going to Paris.

As the mayor she is a representative of the city
Of all the things to worry about this doesn't even crack the top 500.

Since the France trip is also about promoting tourism to Louisiana, I would assume that the Lt. Governor is also in France. Would Secretary of State Nancy Landry be acting governor while both are “out of the country” for more than 72 hours or whatever the law specifies or does it fall to the House speaker in the Legislature.
In NOLA, I would assume the city administrator or council chair would take the acting mayor title.

The governor is going too and he hates New Orleans and his detail is state paid.
