According to the article, Germany is making this deal because they are "facing a shortage of skilled labour."
But it also says "five Kenyan bus drivers have already been welcomed to Flensburg, in the north of Germany, in a pilot project." I don't know that I'd consider bus drivers to be skilled labor and my question would be "You can't find any Germans to drive your buses?"
Also interesting is that the German unemployment rate has been creeping up and this article from two weeks ago said it topped 6%. Not outrageously high but there are 2.872 million unemployed Germans and you need to import bus drivers?

Good question. That would seem like a large chunk of productive citizens.
I ask this all the time about Mexico. Why would a country fight to make it easier for its citizens to leave?
Why would their leaders condemn the United States for not taking more of their citizens?
Seems they would be embarrassed that their people want to leave.
