Trump may sign this deal, let the Dems jizz all over themselves and then bomb them with Emergency declaration or reallocation of existing funds.
He's going to do whatever he can to get the wall built.
If the bullshite courts try to stop him he will ride the Wall to victory in 2020 like he did in 2016

Appropriations is a convoluted world that most people don't understand. Trump can't just go and take money that has been appropriated by Congress. However, depending on the appropriations, if money isn't obligated by a certain date (this varies from appropriation to appropriation) then it is eligible to be "swept" by OMB. The Admin then has a lot more flexibility in spending the money once it has been swept. In a lot of cases, it is just reprogrammed back to the original Agency after the sweep. Taking money back from a state is even harder but happens in cases that the state, for whatever reason, hasn't made progress in spending the money. So there are a few ways for the Trump admin to acquire this money but it would be under a mechanism that most wouldn't understand and it would be easy for the MSM/Ds to spin.

I'm waiting to see more before getting bent out of shape as I know Trump will win in the end on this. There is too much support for it.

Sounds like Jim thinks earmarks are still a thing. Those projects are appropriated by Congress into a large bucket and OMB in conjunction with the Corps decide on the projects that get funded. If the state can't find the match to get the project going...like you said...it can get swept.
