Even if Trump decides that the legal obstacles of an executive order are less daunting that those that would come with a national emergency declaration, tapping unspent funds intended for disaster relief and military construction would bring serious political and policy risks.

Taking Corps funds away for rebuilding in Puerto Rico instead of Texas isn’t exactly going to win him votes in Florida? Also he would be taking funds out of California. Opponents are going to point out he’s favoring red states over blue when pulling funding?

It would be ballsy... but could be best option. Worse thing he can do is order National Emergency imo

The Dems seem really hung up on the concrete part.

They must believe it works.

(or rather, a make-shift dummy wall of spikes they feel can be easily removed once Trump is out of office.)

They want nothing permanent or anything that will cost a lot to dismantle once Trump has left office after his 2nd term.

I don't imagine there's a large group of voters who have the handling of Hurricane Maria as even one of their top 10 issues saying, "I was on the fence with Trump after he tossed around paper towels like footballs, but this crosses the line."

You're right MSM will scream for the reasons you just listed but that'll roll of his back and be forgotten about in a week.

I don’t understand why we aren’t presentented with risk assessment on why a border barrier needs to built in certain areas? Have it disburse with the cost /effect analysis and the exact locations we need to focus on immediately. Have border security, the Corps and Homeland Security sign off on the project. If they say we need 15 billion for proper security at border then it’s less partisan.
