The FBI has their own elite "military" unit, the Hostage Rescue Team, and yes it is legal. They do this shite all the time. Alabama Bunker Boy. Boston Bomber. They've done quite a few cases where nutjobs go off into the boonies like this.

Maybe, but with this being an ambush, the nutjob may have night vision or thermal too. Also the nutjob can shoot anyone; the good guys have to be 100% sure of their target.

Only way to avoid thermal imaging is to not move and have a barrier that covers your heat signature.

Yep, and there is no way of knowing just how prepared he/they are. There could be IEDs etc. And looking at the area there is heavy brush, crevices, hollows etc possibly caves, lots of hiding places if they are smart. They need to go slow and methodical to prevent any friendly loses or trapped civilian being hurt.

HRT deploys overseas in similar manners to Seals / Delta etc., its one of the nations special forces units. Nothing they havent seen before. The perp(s) will get the suicide by cop ending they clearly wanted, just a matter of time
