I'd say Shapiro is probably their best choice.

This would absolutely be why Newsom felt the need to get out ahead of what could be coming for him. This reminds me of Obama's bizarre statement a couple of weeks ago about Trump allegedly weaponizing the DOJ to go after his political enemies.
