It's not there to give sympathy, but lessen the ire against them by creating a "could have been" scenario that poses them as innocents "if but for x, y & z". There's not a need for it, especially as a headline. It's subtle yellow journalism striving to help create apathy rather than outright advocacy.

Probably not. It was a soft headline, I’ll admit. Not really something to get all worked up about imo though.
