We could survive on 4200/yr but it wouldn't be how a family with a working man with a good job should be living.

I'm not sure he's suggesting that 4200/yr is enough to cover all groceries

It is enough. This has been demonstrated beyond a shadow of a doubt.

we dont do a whole lot of junk foods in our house and no soda. mostly water and some juices for the kids.

Then they shouldn't be eating fish. They can wait till Boston Butts go on sale for .99 cents/per pound like I do.

That's just absurd. We are a family of 4. We do eat out a few times a week with all the kids activities. But we spend ~$200 a week on groceries and could certainly cut that back. For instance, I went shopping instead of the wife last week and cut that down to $150. At $200 a week, that's about $900 a month. I could use the remaining $1,600 to $2,100 (to meet your 2,500 to 3,000 a month) and have $50-$67 bucks a day to eat out on top of the groceries. To the original point, $4,200 a year would be very tight. But we also aren't a low-income family and haven't practiced being frugal for some time.

For the record $4200 in a month would be at the highest end but we are typically around $3000-$3500 for dining/grocery store.
Of course my number is what we spend at the grocery store which includes stuff other than food, like laundry detergent, deodorant, wine, ect.
$200 a week to me seems absurd.

Hell no. We probably don't even stay under $350/wk.

When Mrs. Axe and I got married and combined households, we had five kids total. Four teens and one almost-teen.

We kept our grocery bill to $600 a month with a family of seven, and often fed their friends too. And this was recently, not 20 years ago. Just four years ago, we still had four of them living with us.

You could budget better.

By comparison, we run about $175/wk. Just two of us. But that total includes more expensive brand items, steak, snowcrab, prepared meals, etc. plus about $15/wk in dog food for our bottomless pit ShihTzu. If it were important, we could easily cut that to well less than $150.

If they primarily went to the most lower class version of veganism, possibly.

You're not going to get much meat (especially fish) on that budget. Even chicken is approaching $3/lb at most stores.

You're going to also need to stick to canned veggies and fruits. The fresh version of both will be way too expensive.
Meat is definitely off the menu for anyone living on a little over $1k.

Nope. Walmart sells a 10 lb bag of chicken leg quarters for $6.

Two of those would get a family of 4 through a few weeks or maybe the whole month depending on other meals.
