I hate them in principle, but maybe in effect they help concentrate the guns left in public into the hands of a different demographic.

What's the big deal? The people turning in guns probably shouldn't own them in the first place. The people that should own guns won't turn them in. If they want to get ripped off because they are paying for piece of crap guns that's their business. Vote them out of office for wasting your tax money.

Who in the world would participate in this? I can’t think of one good reason why some would just hand over a gun for nothing (or a few gallons of gas)

It depends what they accept. I have several not mechanically sound guns that would just be too expensive to repair. Id give them up for profit.
