That’s not factual at all. The demographic that makes up majority of Baltimore school district has a very low IQ. I would also add that most of these children are either raised in a single parent home or by relatives. The hope thing is probably a factor but not the main force behind what is happening. Children who lack adequate parenting and guidance at home will rarely do well in school. Add to that the handicap of having lower IQ and there should be no surprise that Baltimore has multiple schools with zero students able to do basic math.

It would be fixed if we got rid of the welfare state. They don't learn anything and parents don't care either because they really don't NEED to know anything.

So, here's some blunt reality regarding ghetto culture. It's something that if they were white, we could talk about openly and all intelligent people would understand it.

Even within races, groups can end up self selecting into a narrow sub culture genetically. I use "self selecting" in a wide way. Sometimes, this selecting is driven by geography. IE, populations end up isolated and sometimes, a negative feature that used to be rare becomes common.

In the U.S., we refer to "blacks" or "African Americans" as if they are one giant group. Alas, that's just not reality and it's why some of our "friends" in places like Oregon don't know jack shite about jack shite when it comes to race.

It is my assertion that for a variety of reasons in the U.S., the least survivable populations of blacks were concentrated into what are really kind of abnormal population bubbles. Things like Public housing made matters worse. Basically, we took all the people with the same negative social pathologies and put them in one spot where they breed almost exclusively among others like them.

There are a few populations of whites in America that aren't dissimilar but, for the most part, they are far less common, far less populated and, most importantly, seem more prone to dispersion.

What we are witnessing in places like Baltimore is really not complicated. Not bright people with poor decision making begat less bright people with poorer decision making...........REPEATEDLY.

No one anywhere on the left has a problem recognizing that overall, Americans are "superior" to those living in the hollers of Appalachia.

Well, here's a dose of reality. A huge chunk of citizens in places like Baltimore are fundamentally inferior.

Go ahead. Try and devise a government program that solves that. You can't solve a problem that everyone is scared shitless to even acknowledge exists.
