Unfortunately and fortunately (I suppose) it cannot and will not be fixed... There will eventually be a "correction" to the problem, might be 50 or 100 years but there will be a "correction" and it will not be pretty but it also will be a natural correction...

I do not believe there is anything the government(s) can do other than mitigation at this point...

Everything we have discussed is accurate over an adequate period of time. The question I have is whether enough time has passed to produce those results.

Start with the premise that these inner city enclaves did not exist at the end of the Civil War. The black population moved north in two waves, one immediately after the war and the second basically in the dust bowl. Studies seem indicate that those who made such moves were the “best and brightest,“ not unlike the Europeans who were brave enough to move to America during the colonial period. So, you start with really GOOD genetics.

Until the 1950s or early 1960s, inner-city black neighborhoods were thriving communities producing doctors, lawyers and the like. For the most part those people stayed in their communities. So the genetic bottle neck that we have been discussing had not yet been created.

LBJ destroyed those thriving communities, But that was only three generations ago. Are three generations really enough to produce the genetic results that we have discussed? (Behavioral issues are a different discussion)

Impossible to fix in today’s climate. Society doesn’t have the patience not the perseverance to do what has to be done. The current generation is unsalvageable. Maybe 5-10% of current inner city youth could be impacted but this would be a multi generational project. It would require inner city municipalities to require kids to go to school and behave and achieve. It would require mandatory after school programs where youth are mentored by successful black men and women on how to behave and act in society. It would require law enforcement having the blessing of the community to get the dregs and filth out of the communities. All of this and a lot more to just start moving the needle. Basically training the current generation of youth to really go to work on the next generation. Very slow and incremental process.

Until there is a large and strong group of black leaders determined to begin this process, it is impossible. What are the chances of that materializing? Victimhood is much easier and immediate. I think black inner cities are lost forever.

I've thought of this frequently.

Unfortunately, it's so politically impossible, I just dismiss it as me having a case of unicorn thinking.

I'm not convinced your cutoff is as applicable as you say.

I understand it, sure.

But, while the LBJ and public housing phenomenon certainly put the problem in overdrive, I think it started sooner.

From the outset, after slavery, the "house" slaves were outcasts even among blacks. Alas, while there's no data that I'm aware of, I'll bet my arse that house slaves were chosen because they exhibited positive features such as demeanor and intelligence that the slave owners found tolerable in their household.

So, you have that bit of self segregation.

Then, while black communities were certainly better than after LBJ, I'll bet a little bit of digging will discover that just like white people, they split among themselves.

Now, when white people did it, they were still in a massively majority white population. There was simply much greater potential for mixing with more desirable whites.

When blacks were somewhat outcast among blacks, they were likely far more isolated.

Also, as you pointed out earlier, there's the influx into these population centers and that influx came in from a lot of small black communities totally isolated and surrounded by whites. These communities were likely well into the throws of downward slide and then, when the great society occurred, they moved en masse to population centers.

Bottom line, I suspect there was a lot of under the radar isolation such that the last 3 generations were just the cherry on top.
