I honestly don't even really have an idea of how to fix it.
It can't be fixed. Hell, I don't know if it can managed.
Dems failed those kids to create a dependent class. It's the most inhuman thing ever, if you think about it.

kind of makes you wonder why the 'Terps don't have a stronger athletic department...

City and state officials are corrupt. Some of those schools are severely lacking in funding. Meaning that even though they get enough money to properly fund those schools, that money ends up going elsewhere.

You could spend $300,000 per student in those schools and not make a lick of difference

Baltimore schools spend a staggering $16,000 per student
Most of that is likely going to the teacher's unions who are horrible people who don't even bother teaching.

But...Nate Silver said Cummings' district was super rich and educated on average.

Considering the IQ's involved it is probable not unlikely that zero students are proficient.
You can spend all the money you want, have the best teachers available and provide four meals a day and the cognitively deficient will remain deficient.
I’m gonna take a different approach. It’s not that they are cognitively deficient or all suffer from low IQ’s, they just have zero hope. You’re talking multiple generations that know nothing but violence, death and abject poverty. Those kids grow up knowing they are trapped, knowing they might meet a violent end, knowing their situation will never change or get better. They aren’t interested in being proficient in math or science. They are just trying to survive another day. Math isn’t going to stop them or someone they know from being killed.

Project Baltimore revealed that at six city schools, not one student scored proficient on either the statewide tests for English and math.
That’s pretty staggering. In 7th grade, I scored a 20 on the ACT. I didn’t even know my SSN at that point, but needed to memorize it to fill out the start of the test.
So my mom helped me memorize it on the 5 minute ride to BR High.
Now, I have a fairly high IQ, and my mom stayed on my arse regarding grades from day 1.
But even minimal effort should make you proficient by 18.
That’s just sad, and pretty infuriating to see.
Shame on all involved that have led to this.
ETA: to this day 30 years later, I still use the same cadence in my head for my SSN that my mom taught me on that 5 minute ride.
3-2-4......repeat........3-2-4

Can you imagine teaching there and not being able to connect with one kid. What a crappy job.
Posted on 7/29/19 at 11:52 pm to L.A.
You could send all those kids to a decent private school for $16,000/student.
We also need to abandon the “No Child Left Behind” mantra. Some kids are gonna get left.

feel school choice also plays heavily into this.
Hell. Let some kids who want to just do online school. Without having to dodge gang battles and potential sexual assaults, they might be able to learn at home.

In antebellum times democRats passed laws making it illegal to teach blacks to read and write.
Now they have a whole system in place to prevent it.

You took the classic enablers approach. Read the title again.
6 Baltimore Schools Have ZERO Students Proficient In State Math, English Tests

Zero. As in not one student.
Good Lord, how is that even possible?
Well, the city DID name DeRay Mckesson (yep ol' BLM in Baton Rouge himself) as their "Chief Human Capital Officer" of their city school system in June 2016.
#staydumb, bitches.
