This is why when white liberals from places like Portland talk about how much they know about working with minorities in their communities you should just point and laugh at them. They have no f****** idea of what cesspools these concentrations of culcha are.
I honestly don't even really have an idea of how to fix it.I can't think of a single proposal up to and including literally just handing all of them $1000000 that would actually solve the problem.

Considering the IQ's involved it is probable not unlikely that zero students are proficient.
You can spend all the money you want, have the best teachers available and provide four meals a day and the cognitively deficient will remain deficient.

Our three kids knew how to read before they started school.
They passed the high school proficiency exam when they were in the 9th grade.
Is there not one single child in those schools who has parents who take an interest in their education?
