That's a tough call.
Probably not in a landlocked city.
Feel the same way about Dallas. I prize freedom more than a billion dollars. I'd start to feel like a prisoner within 6 months.

Meh. A billion is pretty fricking nice, but never being able to travel anywhere would suck arse.
Never going to tiger stadium. Never going to the beach. Never going to the mountains, never going to Europe, never getting to snort coke off strippers arse in vegas.
Being forced to stay in the place you live in would mean that you miss out on what every other billionaire does with their money.
I'd almost rather a place like NOLA versus a place like Manhattan. Obviously Manhattan is a great place to be a billionaire, but you are so locked in. Like others said, with a billion dollars you could completely take over large areas of New Orleans and turn them into you're personal playground/race track/fort. Can't do that in a place like Manhattan.
Then again, you could live in manhattan for decades and still have a lot left to explore/do in the city.

It would be extremely hard to not attend any more UGA games (other than every other year), and never seeing Athens again would make me sad. But I guess I'd do it for a bill.
