I’ve always got water to boil, drop shrimp and cut off fire. Cool the pot down however you like and let them soak until the flavor is where you like it.

Would splitting the cost hurt you financially? If they don't want to pay, I would ask for them to get pricing. If they still don't want to pay or cooperate, I would at least offer to split the cost.

I know that's shitty, but sometime life isn't fair. Suing your neighbor over less than $1000 doesn't sound fun.
