Will The New TOPS Regulations Further The Eventual Closing of These Schools?

Here's a breakdown of the 25th and 75th percentile averages for newly admitted students in all of Louisiana's universities that can receive TOPS. It looks like 5, including only 2 public universities, can average a 75th percentile that is eligible for the legislature's new TOPS standards.
Considering how our colleges have used TOPS as an excuse to raise tuition and fees, is this the first step to starving out some of the more pathetic institutions of "higher education"? Some of these are worse than others, but the legislature had to consider these statistics before passing the new provisions.
Do you think there will be backlash to come from the 'disenfranchised' who believe that TOPS should only be for minorities?

I'm all for anything that consolidates or closes unnecessary 4 year public universities. We have way to many for the size of our state and they are a drain on the state resources.

Holy shite!
People with Sub 20 ACT scores have no business in college.
I despise JBE but I can at least get behind decent standards for TOPS as long as they are applied equally.

TOPS has been a money laundering scheme for the university system since its inception. Raising standards to still provide a service that the government has no business offering is a more than fair compromise in my opinion. The losers in this deal will end up being the underperforming universities as they will have less money to spend and will have to compete for students with either more educational options because of their academic prowess or settle for students with poor academic prowess and no state funded way to pay for it

Edwards will rescind this once the outcry starts. It will disproportionately affect more black students than not.

This is a classic vice-grip political maneuver by JBE. On one hand you put the squeeze on all the white Republican-types who don't support you by threatening to take away their gravy train. On the other you have a ready made Race Grievance Industry that is ready in a moment's notice to engage in full on Racial Agitprop to keep the gravy train growing. And in the middle you have tens of thousands of college kids who will do anything to keep the gravy train flowing. In the end, ensuring only that the gravy train will keep flowing.
In the end, Tops is probably not only preserved but probably expanded in some way, all paid for with further tax increases. Which is the goal here. Growing government as much as possible. Done brilliantly by focusing on the few programs that have widespread support across broad coalitions. Bookmark this thread and revisit it after Governor GBE holds a triumphant press conference where he explains, Jay Dardenne by his side, how he "saved" Tops and higher education in Lousiana. All through what he calls "revenue enhancements" or "common sense revenue increases".

No TOPS money should go to Private Universities. Furthermore, standards should be raised across the board. Some of these school let in kids with a sub 20 ACT? Give me a break.

Wasn't it originally aimed to help people with less access to higher ed? But middle class whites got a taste of their piece of free education pie and frick giving that up.

No. LSU until sometime in the early 90's was basically "open-enrollment" you could get in with an 18 on your ACT. Tuition in the mid 1980's was $400 a semester at LSU. Tops was created to disincentive the "brain drain" that was thought to be crippling La. The idea was to keep the "best and brightest" home, encourage them to satay in state, and start their future here.

First of all, this is just a proposal, along with JBE's other budget offerings. The Legislature has to pass it & as it has never come close before, I can't see it happening this time. And closing various state universities, as much common sense as it makes, will never happen, either. That would be pure, raw ugly politics & there are way too many hands in those honey pots for any pol to vote for closure. Before I'd close schools, I'd start by reducing the amount of the State's subsidies to their sports' programs. Why should the State pay ULLLL to have 12+ sports that operate in the red each year? A university's athletic budget can be reduced without significantly affecting any other student enrolled.

You would be surprised how many people only have one shot at taking the test without any access to prep classes or without any real preparation from their high school itself. For those kids, a 20 is no small feat.
We can not continue to blame kids for their lack of education. That's on us. That's our fault.

It was designed to keep Louisiana's kids in college here by making it hard to justify paying out of state college fees. The hope was they stayed, stopped the brain drain and made the state better.
