How is it even possible to get into a four year college with a 14 on the ACT? And this is the 25th percentile, which means there are probably lower than 14s that are admitted.

I don't follow thing logic at all. Universities have been raising tuition because the state has continually been cutting support.

TOPS isn't why tuition has been raising. You only have to look at the 49 other states that don't have TOPS.

Just select a school district and see. As a taxpayer print up one for all the schools in your area and then look at their test scores. Go to SB meetings and ask why you are paying more for education than half the country and still have one of the lowest literacy scores in the nation. I will repeat again that education must take priority in the home. If it is not a priority then spending 20k per student won't fix the problems in Louisiana.

Well 14 is the 25th percentile so people with less than 14 make it. Also, the 25th percentile in English at Grambling is a 12!

No that is on the parents and the child. When I was a kid my school didn't offer a prep class. I asked to take the test 3 times and went and found materials to study along with my parents help. Its time people take responsibility for their actions. No one is going to give you shite in life. You have to want it. So you can blame yourself if you want, but I will sleep well tonight knowing that I will be sure my children or prepared for their future.

I'm not blaming the kid in a lot of these instances. But the fact remains, the kid is not ready for college if they can't score a 20. This kid would be best served by going to a junior college for a year to ease in the transition.

We gotta stop this whole social promotion idea.

I took it for the first time as a Junior the morning after homecoming, hungover as frick and got a 24 that time. A 20 isn't difficult.

If a kid has the GPA but not the test score, he/she should have a choice:

1) Go to junior college for a year and have TOPS pay for that up front

2) Go to a four year school, pay for it on your own, and if you meet the requirements of GPA to have TOPS renew for a second year, you get put on TOPS going forward AND TOPS pays you back for the first year.

But it sure seems like this whole "great student, terrible test taker" thing is overblown. I'm sure it exists, but I have my doubts as to how much it really happens.

Besides a lot of college exams are structured like standardized tests, so if you can't hack it in high school, how are you going to hack it in college?

Even if I concede that, it's not as if these kids are going to figure it out in college. If you're that far behind because of the system, it's too late.

There are real issues in the school system, but that is a separate issue from TOPS, at least in the way that you framed it.

no it was originally started to keep LA kids in LA for college instead of going out of state.

No, you're anecdotal evidence doesn't prove shite about how successful someone will be in college.

That is like saying the star system is terrible because of Morris Claiborne, despite the fact there is an incredibly high correlation between college/NFL success and recruiting rankings.

People may slip through the cracks, but make no mistake - standardized testing is the single greatest individual metric for collegiate success. Is it the end all, be all? No, of course not, which is why GPAs and overall resumes are used as well, but if you could only use one metric, the ACT or SAT would be the one.

TOPS is not meant to provide free education for all. It's supposed to be a merit based scholarship program aimed at keeping the youth who strive for academic achievement in the state.
