Swollen Mississippi causing delays in road construction on Sherwood Forest

Since April, Sherwood Forest Boulevard has been under construction.
The project was supposed to be completed around mid-June, however, a swollen Mississippi River has caused construction to grind to a halt.

“Right now, because of flooding conditions on all the rivers, it’s created a real problem getting that type of material that we need here,” said Fred Raiford, director of Transportation and Drainage Department for Baton Rouge.
Raiford says crews are using a special type of asphalt that’s only available in Arkansas.
“The type of material that we’re using is what they call a 2F,” he said. “It’s a higher grade asphalt, you know, it’s very, it has a lot of strength to it because when you’re carrying 35,000 cars a day, you want to be sure that whatever you put down lasts for a long time.”

Because Sherwood Forest is one of the busiest roads in the country...

How did they gather the asphalt for highland rd?

The Sherwood Forest resurfacing project is not a Barber Bros. project. Forby Contracting is performing the project.
From what I have heard Barriere Construction is the paving subcontractor and they are possibly using the river stage as an excuse to delay the project because they got a little over booked.

Maybe I m just being a little too logical here but why on earth would you demo the old road unless you knew for sure you had the materials to repave it????

This is absolutely the reason why. There are lawsuits and liens galore going down b/c of projects around the region being held up by the flooding. Lots of finger-pointing going on. I just found out this was an issue two weeks ago and it was from the horses mouth(attorneys).
So I can vouch you're not offbase here.

That's why there are lawsuits being filed. Contractors are saying "Hey I can't get my stuff b/c of the high river. Act of God. blah blah." while cities/private sector leaders are trying to levy fines and saying "tough shite you should have back up plans for the asphalt/materials".
It's a mess b/c it's so uncommon.

If its regional, I'm assuming TX would have slowdowns as well. Why would the sherwood forest be a higher grade asphalt than Highland Road?

They have to ship it by river? Why can’t they use rail or 18-wheelers? How do regions not around a large river ever get anything done?

Those of us that own businesses and commercial property are getting frick screwed over this whole deal. The started digging up the road back in February or March and just left it there.
