What I mean by that is this: Louisianians will welcome anyone in, show them a good time, and help them out where they can. Yeah, it's part of the southern culture from Texas to Florida, but in LA it seems to be even better.
The food is centered around feeding large groups: Gumbo, Jambalaya, boiled crawfish, all LA dishes that feed lots of people and foster large gatherings.
The music isn't stuffy sit in your seat and dare to tap your toe. It's get up, grab anyone with a smile, and take a turn round the dance floor at the fais do do.
The roots of the culture are dug in deep around gatherings of people, celebrating life, no matter how hard it is or what tragedies befall them.
GO look for that up north, or east, or even north west. You may find some small outlier, but a whole culture of it.
But that kindness and ability to laugh in the face of tragedy is what causes people to put up with the shite that leadership shovels at them. It's too engrained in them to grin and bear it instead of getting so pissed off in large numbers that they are no longer willing to accept it.

Was La ever a desirable state for non-natives to move to?
Growing up in LA I can recall very few people with no ties moving to LA.
Answer is no, demographics will make it impossible to recover.

I can’t think of anywhere in Louisiana like this that is booming in population and economic growth. Maybe the Northshore but that’s mostly NOLA transplants escaping the crime
If Im wrong correct me. Maybe Lake Charles had promise before the hurricanes. Lafayette? But the hurricane threat and insurance issue anywhere in South Louisiana is going to hamper significant growth there.
Shreveport, Monroe, BR, New Orleans are lost causes for obvious reasons

New Orleans absolutely has attractive qualities and has global name recognition, but is riddled with too much crime and shitty governance to be a legitimate living destination.
Young people flock to Nola for the "culture" but don't stay once they mature for obvious reasons.
IMO, Nola always has the potential to be a great city again because of its uniqueness, but it would need a complete overhaul of governance to do it.

Sorry, living in the woods with a bunch of bland food, chain restaurants, and people I don’t know doesn’t appeal to me. Louisiana has a bunch of things to bitch about, and I love to travel, but I can’t see myself wanting to live anywhere else.
For all the BS that I have to put up with living in NOLA, it has so many things to offer that Texas, Arkansas, and Alabama etc. don’t have and could never dream of having IMO. If I want to, every single weekend I can eat at a world renowned restaurant, attend multiple festivals, and be around the people that I love.

I live in Louisiana here. For one, it doesn’t concern me that much because there is absolutely nothing I can personally do about LA’s issues and there is many. For two, the location I live in doesn’t really see many of the issues that most of the other cities in LA experience so it doesn’t affect me that much. There are plenty of places in LA to settle down and be happy.

Industries or large companies that employ middle class and upper-middle class employees with families move to La. Over time these families demand better leadership, schools, roads, safety and cities. They also contribute to society instead of leeching off of society.
This has not been happening in La. and can be found in pockets in most other southern states.
