Lots of school buses do. Some states require them. Whenever there is a bus accident, the injuries are almost always due to tumbling, so it’s probably not a terrible idea but bus drivers would never be able to enforce it…

Bc the weight of the helmet greatly increases the chances for neck injuries during an auto accident.

I was in a school bus accident growing up in Hawaii. Everyone went flying everywhere when we crashed. Seat belts were installed and we had to wear them. No trouble enforcing the rule - as you can imagine, on a Marine base bus, kids do what they are told to do.

It shouldn’t be illegal to ride without a seat belt, but it should be allowed as evidence in any trial for damages if you were or weren’t wearing one.
With that said, I always wear my seatbelt while driving.

He’s not asking why motorcycles as a whole are legal. He’s asking why it’s legal to ride one without a seatbelt.
ETA: If he is asking why motorcycles aren’t illegal that’s and even dumber question than why they don’t have seatbelts.

This was lobbied years ago under the guise of saving lives. The truth is that the insurance companies saw this as a way of not paying out for life insurance. Wear it and probably survive, don't wear it and a lot of insurance companies don't have to pay. Also there's more cars than MC on the road.
