Why do women freak out if you see them in bra and panties?

It's psychological - if they are in bra and panties they feel more vulnerable - they are either in the process of dressing/undressing and, regardless, they're not ready to be seen (except, perhaps an intimate partner). If they're in a bikini, they are prepared to be seen like that.

Always amazed me that so many will walk around on the beach in what amounts to a bra and panties and sometimes amounts to less, but would not dare walk outside to take out the garbage in a bra and panties....hell I guess some would, but most would not.

I’m going to need you to post a side by side comparison so I can see if the swimwear is in fact skimpier.

This is a question I’ve pondered for a long time. The only thing I can figure is that this question comes from a standpoint of logic and thus is one women simply never consider because logic is a foreign concept to them.
