This. If they leave all their computers/radios on while the vehicle is off, it drains battery power. If they were to turn it off to save battery power while out of the vehicle, it takes a long time to boot up when turned back on.
I've also been told it is easier on the engine instead of having to crank it every time they get out of the vehicle.

There was a video a mechanic posted the data pulled from the computer on a cop car... the idle hours was stupid high like 8 times higher than the driving time.

The city parish purchases their fuel at a wholesale rate that isn’t taxed, you know like farmers.

Think of all of the extra duty hours that happen. Flur di lis Pizza for example. How many hours did a cruiser sit there idling while they sold not so great pizzas for cash. They would never leave even if there was a crime around the corner committed. They're off duty. But using government resources for profit. I am sure many here can list restaurants and businesses that are paying off duty policeman to watch TV.

I can tell you, it's because that vehicle is thier office. Would you turn your pc off every time you got up from your desk?
When they start the car the cellular modem has to connect. They turn the slow arse laptop on to boot up. You see those rugged laptops are expensive to start with so city governments cheap out on the specs. Then they have to log in to the laptop, then authenticate with the VPN, then do 2 factor authentication. Then log into CAD, and then their reporting software, and them MoveAR or whatever software they use.
They are not gonna do that over and over. They don't have time.... they are usually short staffed, working lots of calls, and dont get to sit for a full lunch often anyways.
As to how I know? I work IT for a city. I set up and and support the network, laptop, printer, and cameras in the cars. I talk with the officers a lot.

I don’t know about the equipment they use, but I used an iPad for work and when it overheated it would shut down and wouldn’t come back up until it was sufficiently cooled off which could take 15-30 minutes in a hot vehicle trying to cool itself off.

Some study done years ago says that it is better for response times. Since then it is SOP for every LEO agency in the US. It is totally stupid. The fact its policy is crazy. Its just so hard to get in front of the argument that public saftey should be behind fiscal responsibility. I've been in several municipal budget meetings where I've argued about this and I have lost every single time. If it just saves one life, than we leave every polic car running for hours a day even if no one is in the car.

The confidence of ignorance is always somehow impresssive.
The difference in fuel mileage of a patrol car running for its entire shift vs being turned off and on is about 3 mpg. Crown vics averaged 11 mpg vs 8. Roughly $10 per unit per shift 20 years ago.
Now? Maybe $15.

This was what I thought it was for.
And since it's SOP for most of the country, I would bet there are some liabilities if a city or parish/county changed it's SOP and had officers shut off everything and stop the engine to eat, have an emergency call of life or death in close proximity, the vehicle fail to start, and the victim gets killed within the reason of response time.

It’s because when their cruiser first starts up, it takes an insane amount of time for all the electronics to boot up.

But as other have said it’s not the heat anyway. It’s the boot-up time for all of their systems.

1. Drive 20 mph over the speed limit?
