China bought the 1st from Russia and have since copied the original with some minor improvements.

because it was using harrier type vertical takeoff planes so they are slow moving forward on takeoffs and the ramp helps them lift off

the british had the same type of carriers as well

The Soviets and now the Russians are budget conscious in a way we aren’t, they have fewer resources. They also didn’t plan on using carrier air groups to project power like we do.

That ramp at speed is absolute hell on the front landing gear of any plane.

Google says that our carrier catapults are more costly and complex, but can launch aircraft with much heavier ordinance loads.

Russian hulls are from the Kirov Class cruiser design modified to support deck operations and the island superstructure. They are smaller than the De Gaulle Class carriers of the French Navy, which are slightly larger than a Tarawa Class LHA.

Simplicity. And it's more affordable and no maintenance required, both of which are important from the Russian perspective because they can't afford to pay for catapults or upkeep them (see the state of their military right now for example).
