It's possible more shots were not fired due to the crowded area. Cops are responsible for every round that leaves that gun and if it goes through and injures a bystander or totally misses errantly, it can be a problem. I trust their judgment in this one.

Basically yes. My mobo supported it, but beware trying to convert your hard drive over to a compatible format and retain data. I had to do a clean install after a whole big mess.
Easier to just start totally clean with a new machine.
