i was born and raised inside the city limits of Houston, and as such, learned to drive on the mean streets. the population really changed a lot both in sheer numbers and demographics between Katrina and the Great Recession. prior to the 2005-2007 timeframe, Houston drivers were always very agressive, but there was sort some logic and an unspoken but generally agreed upon set of rules. but for the last twenty years, driving in Houston has been barely one step above a Mad Max-esque dystopian horrorscape.
Houston sucks so much now compared to what it used to be.

texas drivers love driving slow in the left lane...at least in Louisiana so I would think in Texas also
