Whomever China decides to fund the development of most, first. Which depends on who they can make the most money from.

If we're not going to consider Rhodesia or South Africa (which once had nuclear weapons and a space program) as being developed, as both have been usurped and conquered, then it's Bostwana and Namibia.

Sub-Saharan Africa and North Africa are different places entirely, due to climate and populations.

Namibia is pretty dadgum developed, despite having a very small population. Botswana has always had better leadership than its neighbors. Those are my picks.

I was coming to post Botswana

It’s a pretty stable and prosperous sub Saharan African country. Not first world but not a shithole. Still has tribal/rural poverty and higher unemployment but it’s government is competent and cities are modern and there’s a strong middle class there they have a per capita gdp (ppp) of around 22,000 and a high human development index. GDP (ppp) per capita is on par with Ukraine, Colombia, Egypt, Bosnia and Herzegovina

Seriously I see none likely.

One of their biggest problems is brain drain to the United States. The college educated rate among Americans from Nigeria is double the national average in the United States. They're by far the most educated Americans with African ancestry.

And Britain. People of Nigerian descent (native born, not immigrants) actually outpace the average American and Brit in terms of median income and education.

To the OP's question, most are still decently far off, but the ones that are making up the gap the quickest are Tunisia, Botswana, and Morocco. Namibia is on a good path as well. Egypt is a shithole (and really overpopulated) and will likely remain that way for a long time.

South Africa's last regime before 1994 saw it coming, and dismantled dangerous infrastructure so it couldn't fall to the ANC. It's the first nation to dismantle their own nuclear weapons.

The North African countries are generally considered "middle income" by worldwide standards, if that counts as developed.

There are a handful of sub-Saharan countries that are also considered "middle income", like Gabon and Namimbia and Botswana. Gabon's population is entirely black as far as I'm aware, although Botswana and Namimbia have small white populations.

I assume you just wanted to say that because it's close to a racial slur, but that country is a shithole even by African standards. A lot of Niger is basically ruled by Al-Qaeda.

It's a valid country in Africa. It's racist for you to even go there.
