Who will be the first developed country in Africa?

With South Africa doing an unexpected u-turn lately, who do you have your money on for becoming the first developed, first world country on the continent of Africa? Along with when and why?
My money is on Morocco or Egypt. I think Morocco would be there already if so many didn’t have a want to migrate to the EU. Classic brain drain!

If we're not counting Seychelles or Mauritius, I'm going with Tunisia.

The Seychelles has a pretty dark recent past and still isn't the safest of places. It's getting better though.

To me the biggest problem especially for sub Sahara countries is their high birth rates. If they could get that under control they could possibly raise their standard of living. Right now I’m not sure any of them will have a significant economic impact on the rest of the world.
