Kiev was the Russian way to pronounce it, and everyone was familiar with that way since it was apart of the Soviet Union for so long. I imagine the change was a frick you to Russia after the war started.

you're gonna find this hard to believe, but other languages don't use the same names and words for things that American English does.
other examples
Spain = Espana
Bazil = Brasil
Netherlands = Nederland
Italy = Italia

Same with no longer saying "the Ukraine" and how Pakistan is now pronounced Pahk-ee-stahn. Same with Iraq and Iran. Hawai'i used to just be Hawaii.
