What's the best neighborhhod in Louisiana

It'd be impossible to name the shittiest area of LA (way too many candidates) so what's the best 'hood in Louisiana? I say Uptown New Orleans.

What do you mean by "best" (most upscale? funnest? funkiest? best family atmosphere?) and what do you mean by "neighborhood" (how geographically specific? "Uptown" New Orleans encompasses quite a bit of demographics/geography)?

Uptown NOLA. Jefferson to Broadway and Magazine to Freret as the boundaries.

What people want in a neighborhood varies from person to person. Some want security and amenities. Some want walkability and convenience for shopping and eating. Some want a pretty view or aesthetic architecture. Some want great schools for their children or water access.

I would rank the best neighborhoods as:
1. Audubon Place in Uptown NOLA
2. Mandeville lakefront
3. River Ranch in Lafayette
4. LSU Lakes in Baton Rouge
5. Lower Garden District in New Orleans
6. Bywater-Marigny in New Orleans
7. Spanish Town in Baton rouge
8. Garden District in Baton Rouge
9. Oak Street area in New Orleans
10. Diversion Canal, Ascension Parish
