the right to choose your governance is embedded in the constitution and the principles upon which this country is founded. Why are so many so scared to put this to a vote?

I'll come right out and say that the current and likely future leadership of BR reflects neither my own values nor my own interests. Why is it so damning for me to want something better? We get one 80 year try at this life and I'll be damned if I'm going to settle for incompetence and graft

Not really. I don’t think the schools are that good in WM. My relatives still sent their children to cedar crest in Ruston. And while there are plenty of nice neighborhoods there is also a fair amount of white trash in WM.

Magnet schools are better for everyone, as long as you have accountability and can "expel" kids back to their zoned school if they don't meet the rigorous standards set.

Who is ‘they?’ You do realize all of the great areas within BR city limits that aren’t NBR? The whole us vs. them is a friking myth. You might eventually fix schools, but your parish government, services and the state is still broken compared to almost every other state.
