I think part of it is the waste companies don't do enough to tell you what can and can not be recycled. To some people a used paper plate is still paper and should thus be recycled.
It would be nice if BR had green recycling of things like yard waste, food scraps, paper food containers, etc.

Is This the End of Recycling? Americans are consuming more and more stuff. Now that other countries won’t take our papers and plastics, they’re ending up in the trash.
For decades, we were sending the bulk of our recycling to China—tons and tons of it, sent over on ships to be made into goods such as shoes and bags and new plastic products. But last year, the country restricted imports of certain recyclables, including mixed paper—magazines, office paper, junk mail—and most plastics. Waste-management companies across the country are telling towns, cities, and counties that there is no longer a market for their recycling. These municipalities have two choices: pay much higher rates to get rid of recycling, or throw it all away.

Plastic is such a conundrum. Without it food would spoil much faster, making food more expensive and making it more difficult to feed the needy. But it creates a massive amount of waste.

The real reason is the "Original New Green Deal" is financially terrible unless the government subsidizes the recycling program.
China quit buying U.S. recyclables effective in early 2018. Until then, China had been buying about 13% of the estimated 30 million tons of recyclables that the United States produced annually, said recycling director Dan Kurtz of Waste Connections, the No. 3 garbage company in the United States.
Ramelli said his company has been paying $60 to $70 per ton to offload recyclables at processors such as Republic Services’ Metairie plant. That’s going to increase to almost $120 a ton in Baton Rouge, “plus we’ve got to pay to transport it” farther, he said.
In the meantime, local communities that offer curbside recycling are unlikely to see costs rise under their current contracts. But when those contracts expire, they can expect an increase. Ramelli predicted that a town now paying $2.50 per household for the service might see it jump to $6 or $7.

Look I’m fine with recycling but I’m not about to start washing and sorting my trash. If my general guidelines of “looks recyclable, so it’s going in the blue bin” isn’t good enough, then ill just start throwing everything in the trash. At the end of the day it’s a very very low priority to me.

Waste Management has the contract to collect ours in the green bins bi weekly. They recently jacked up the contracted rates to the city (passed on to the consumer of course) along with stopping all collection of glass and plastic bags.
They also had an article in the local paper about a year ago that the local WM sorting center finds lawnmower engines, old garbage disposals, dirty diapers, automotive parts, etc during the sorting. They highlighted the areas of the city where most of the 'contaminated' recycle bins are picked up. I'll let you figure it out.
