This makes sense.

It's the same as every fashion.
It's all about sex appeal. The partners they are trying to attract find it sexy. They don't care what some old man on a message board thinks. It's about what their crew likes.

As one who has been a fan of hip hop as long as I can remember (my brother 10 yrs older than I exposed me to it. The first tape I ever had was a copy of the Beastie Boys License to Ill, which he made for me. I was probably like 6 or 7 when he gave me a mixed tape with Run DMC, Doug E Fresh, Grand Master Flash, etc.

Then 2 live crew came out with "as nasty as they wanna be" and someone else's brother made them a tape of it and then they made me a type.

But it was actually Eazy E (and NWA) who really "mainstreamed sagging", which started in the late 80s.

In this song he explains why he wears saggy pants.

He says it's for easy access, however; some argue that it is a trend that actually started from prison. The clothes that were given to inmates fit big on most so that "style" was just carried into life outside prison. They would buy pants that were several sizes too big and it would obviously be too big to be held up by their waste, even with a belt on.

With that said, it's actually not that popular anymore. Well, you might see someone with skinny jeans on and they might wear it low enough so that, with their boxers being worn as should, the boxers are seen above their pants.

Was he possibly someone in his 30s or 40s or something?

It started from prison culture: you generally aren't allowed things like shoelaces or belts, along with being issued loose clothing. Guys get out and are used to the way the clothes fit so they keep wearing stuff like that. It catches on with pop culture and everyone copies it.
