that's not it at all!!! the reason they wear they pants low is that when you are taken to jail they take away your belt, shoestrings, and other things you can hang yourself or others with. so black people started wearing their jeans without belts to signify that they are proper thugs and have experienced and know the ways of incarceration. same as the fad when it was popular not to wear laces in your adidas and puff the tongue of the shoe out as if you have just come from 'rolling out' of jail. remember the song in the early 2000's...Roll Out. that is what it is called when you are released from prison. i'll use it in a sentence. 'my baby dad just rolled out, he gonna be up in here good tonight'. in fact, alot of black people's dress is inspired by prison culture. so, there is your answer. it's a fashion statement that says...'i got my belt taken away from me in prison so my pants have begun to sag below my waist'. it's sort of the same concept of game recognize game...pants sag = hard recognize hard
WOW ...for the first time in OT history a response that actually makes sense and that is written in a well thought out manner!
This makes sense.
An answer like this from someone that actually knows was all I wanted.

It's the same as every fashion.
It's all about sex appeal. The partners they are trying to attract find it sexy. They don't care what some old man on a message board thinks. It's about what their crew likes.

As one who has been a fan of hip hop as long as I can remember (my brother 10 yrs older than I exposed me to it. The first tape I ever had was a copy of the Beastie Boys License to Ill, which he made for me. I was probably like 6 or 7 when he gave me a mixed tape with Run DMC, Doug E Fresh, Grand Master Flash, etc.
Then 2 live crew came out with "as nasty as they wanna be" and someone else's brother made them a tape of it and then they made me a type.
But it was actually Eazy E (and NWA) who really "mainstreamed sagging", which started in the late 80s.
In this song he explains why he wears saggy pants.
We Want Eazy
He says it's for easy access, however; some argue that it is a trend that actually started from prison. The clothes that were given to inmates fit big on most so that "style" was just carried into life outside prison. They would buy pants that were several sizes too big and it would obviously be too big to be held up by their waste, even with a belt on.
With that said, it's actually not that popular anymore. Well, you might see someone with skinny jeans on and they might wear it low enough so that, with their boxers being worn as should, the boxers are seen above their pants.
Was he possibly someone in his 30s or 40s or something?

You realize that such a look is mostly a thing of the past? You don't see it too much with today's youth.
Move on. They have.

I would be worried about skid marks

It started from prison culture: you generally aren't allowed things like shoelaces or belts, along with being issued loose clothing. Guys get out and are used to the way the clothes fit so they keep wearing stuff like that. It catches on with pop culture and everyone copies it.

The funniest thing about it, I talked to guy who was released from Angola, who informed that is what prisoners do to signify they’re ready for a man
