Years ago, I was walking up the stairs in the LSU Student Union. There was a gentleman of color climbing the stairs ahead of me.
His pants were worn in the manner you describe; tightly cinched around the lower part of his arse.
Since he was climbing ahead of me, I had a great view of his rear end. He was wearing white boxers. White boxers with a nice brown skid mark running down the middle of them.
I was laughing and trying not to retch at the same time.

that's not it at all!!!
the reason they wear they pants low is that when you are taken to jail they take away your belt, shoestrings, and other things you can hang yourself or others with.
so black people started wearing their jeans without belts to signify that they are proper thugs and have experienced and know the ways of incarceration. same as the fad when it was popular not to wear laces in your adidas and puff the tongue of the shoe out as if you have just come from 'rolling out' of jail.
remember the song in the early 2000's...Roll Out. that is what it is called when you are released from prison. i'll use it in a sentence. 'my baby dad just rolled out, he gonna be up in here good tonight'.
in fact, alot of black people's dress is inspired by prison culture. so, there is your answer. it's a fashion statement that says...'i got my belt taken away from me in prison so my pants have begun to sag below my waist'.
it's sort of the same concept of game recognize game...pants sag = hard recognize hard.

They are purposely trying to look ridiculous and stupid and pathetic and marginalized so that they can be guaranteed to never get a job offer, this justifying their “need” for government benefits.
