Urban OTers please help explain: the crazy low pants phenomenon

Just at a service station and this urban gentleman was pumping gas next to me. He had his backside facing me and directly in my line of sight. What struck me was his pants were crazy low, with his belt sinched tightly below the pelvic bone. His pants were so low that the waste line of his pants were at or right above the bottom of his arse chreeeks.
Now look I’m not that old. I know each generation has its on sense of style and what not. But this style I don’t get and I’m genuinely currious about.
1) is it comfortable to have ones pants down below or at the end of ones butt cheeks; is this for comfort?
2) is it just a flippant way to say f you to society - that I just don’t care;
3) is it strictly for looks- as in you got some bad arse boxer briefs on and want everyone to see
I’m genuinely curious about this societal urban clothing option.

The funny thing now is skinny jeans are the style, but they still sag them. Skinny jeans hanging down past your arse looks even more comically ridiculous.

The first time I saw this style in the 80's it was with what we'd call now skinny jeans.
