didn't receive any bids from contractors

As an engineer, I always fear overengineering something so that it only receives one bid that is stupid high so the contractor rapes the client. I had no idea you could design something so awful that no one would even bid it. Impressive.

BECAUSE OF ALL THE STIPULATIONS YOU PUT ON THE PROJECT

I'll lay you odds that the first portion of the spec's dealing with the contract documents and various ADD/ALTS required in submitting a bid are larger than the rest of the spec book combined. If it requires Davis/Bacon wages as well, that'll be another big killer that'll have GC's and subs saying, "No, thank you," before even looking at the actual drawings.

We need to dredge the lakes so people can fish and kayak and shite, also we need to plant marsh grass 20 to 30 feet out from the bank so people can’t fish and kayak and shite. Gubment doing Gubment things.

Also, can’t get “this is a Mark Goodson production” out of my head every time I see his name in an article.

I would take on the project at a cost +35% fee
then you should have bid that...you'd have gotten the job by default

Feels like this project started with a lot of positivity and optimism and has totally collapsed into an embarrassment.

This quote would work great on Louisiana's state flag.

You nailed it 100%! You ought to see some of the crap I see in the specs when I bid anything for a municipality other than schools. Parks and amphitheaters are among the worst regarding conflicting statements even within the same paragraph.

Knowing how stupid the broomstick administration is they probably put a cap on what they would pay. That’s not how bidding works

In fairness, this is being run through the LSU Foundation and not by local government.

Tell the boys in the HomeDepot parking lot to grab their shovels and pickups, We'll pay them $200K each. They'll call their friends and this will be done this time next year. They will be like ants out there. That project was originally $32M with a bunch of amenities (walking paths, etc.) Now $81M with no amenities and NO PLAN for the dirt that got pushed to Phase "2B" which includes all the silt from Brian Kelly's house to Sorority row. Not to mention they can't even get close to the federal interstate project on City Park lake. Have to come back later to dredge around that. Oh and did we mention that the lake level is proposed to be lowered by a foot? Do you think they are going to dig a foot deeper to keep the promised median depth? Ha!
