He very well may have a driver, and the driver was off or not available today. Tiger wanted to go somewhere and didn't wait. Not unusually for wealthy people to have 0 patience to wait on others, they are used to being waited on.
The wild thing is that wealthy areas like this have private car services for things like this that will drop what they are doing when possible.
