As for the other factors all three have coastlines, MS just lacks the energy resources of LA and the manufacturing, research and military bases of AL.
By all reasonable measures LA should be head and shoulders better off than the other two due to the river, New Orleans as a tourism center, industrial jobs and its energy reserves, but institutionalized corruption and cultural factors have kept that potential from ever being realized.
Businesses simply cant effectively operate there due to the graft and incompetency of the governmental structures.

WV is not nearly as bad as folks here make it out to be. Some of the most beautiful country I've seen was in WV. We go skiing there and they have some very nice resorts.
That said, the bad parts are really bad. I'e been through area where I've wondered, "How can people live like this?" Then again, same could be said for LA and MS.

Mississippi is closer to Alabama than it is to to Louisiana but it hasn’t attracted the attention of the Northeast or West Coast because most still associate it with it’s old reputation but Native Mississippians are just fine with that because it helps keep the improvements in living conditions just for the natives and not for the imports.

Alabama’s geography is diverse and definitely underrated. Appalachian Mountains in the north, Gulf Coast in the south, and extensive forests and a network of rivers in between.
