Maybe they filled an empty cleaning bottle with water and never removed the label or it was one of those non-labeled bottles for people who buy their cleaning solution in bulk? But why would the cleaning solution be out in plain sight? Were they in their cafeteria doing this? I know sometimes there will be bottles of cleaning solution out in cafeterias for people to clean after they're done eating.
