A lot of folks who aren't filing get paid in cash for whatever business services they provide. No W-9's ever filed. Roll the dice all you want. Even those receiving Social Security benefits can have their monthly benefits reduced, to approximately $700, till their Federal "debt" is paid off. You are also "free" to drive over the speed limit......till you get caught.

This is true. One of my ex brothers-in-law had his own, mostly cash-based business. He did not pay self-employment tax and did not file any returns.
He got away with it for about 15 years. Then they caught up to him and brought the hammer down.
He didn't spend any time in jail, but he's almost 70 now and lives in a 5th wheel somewhere in Colorado.

Report him and collect the 30% whistleblower fee. He’ll be in trouble but you’ll make some easy money.

My FIL has never paid taxes, and the biggest impact is he is not able to collect social security. He's probably missing out on more than he would have ever paid in, but the IRS is just going to wait until he dies and collect from his estate.

Incorrect.
Not filing a tax return when you earn above whatever threshold the IRS established is a violation of the law.
That doesn’t mean that everyone who misses a single filing will go to jail, but people have done time for failing to file. OP needs to find better friends.

well if you ever want to get into blackmail/extortion, he's given you an entry.
These people remind me of the ones I see on IG at a traffic stop telling the officer that they don't have to show them a driver's license. Right before they get tased and arrested.
